Concluding Observations on the fourth periodic report of Georgia on the implementation of the Convention on the Rights of the Child by the State Party

On February 3, 2107, the Committee on the Rights of the Child issued “Concluding Observations” on the implementation of the Rights of the Child in Georgia. Respective observations/recommendations are based on the consideration of the 4th periodic report and written replies to the list of issues, submitted by the State Party to the Committee, which were discussed at the 74th session in Geneva on January 25, 2017. Apart from the State Party report, Alternative Reports were submitted to the Committee by the “Georgian Coalition for Child and Youth Welfare”, local and international NGOs and the Public Defender of Georgia.

The Public Health Foundation of Georgia, as a member of the “Georgian Coalition for Child and Youth Welfare”, played an important role towards drafting the specific chapters of the alternative report on the implementation and the challenges with regard to “child abuse”, “child sexual abuse and sexual exploitation”.

The Committee welcomed the submission of the 4th periodic report of the State Party and the written replies to the list of issues, expressed its appreciation for the constructive dialogue held with the high-level and multisectoral delegation of the State Party, as well as welcomed progress achieved by the State party in numerous areas concerning the implementation of the Rights of the Child.1 

While the Committee emphasized the indivisibility and interdependence of all the rights enshrined in the Convention, the importance of all the recommendations contained in the Concluding Observations, it draw the State Party’s attention to the recommendations concerning the following areas, in respect of which urgent measures must be taken: corporal punishment and child abuse , sexual exploitation and abuse, family environment, children with disabilities, health and health services and internally displaced children.

The Public Health Foundation of Georgia appreciates the recommendations issued by the Committee with regard to the problems and challenges on the implementation of the right of the child to freedom from all forms of abuse and exploitation and hopes for the constructive cooperation with the relevant state bodies to make life without violence a reality!
